Update v.3 to City of Lamps

Some updates for City of Lamps.

It is still more a sketch than anything anywhere close to complete, but it was useful to have to post something to meet the deadline, and it seemed to force some things to get done afterwards.  A draft is easier to work with than a blank page, so having to have something there has helped to spur some work on this. I got more done yesterday than in the past few weeks, so it was a useful prompt.

There will be more to this still to come.
